Here's what I have been starting to write to the editors of journals who want me to rate the manuscripts I review according to some subjective standard:

I was required to choose from a list of "Priority Ratings for the paper in its present form", in order to submit my review. As long as these ratings only serve as recommendation for publication, I respectfully request to be exempted from choosing such a rating. I don't think I am a prophet, nor am I an astrologer or fortune teller. I try to be nothing but a scientist. As such, I can neither tell the future, nor do I know the goal or vision of the editors for the <insert name of journal here>. Therefore, it is my conviction that any such ratings should only be applied after publication and not as a recommendation to a journal whose vision I can only guess. I also believe that as a pre-publication filter, such means can only help to slow down science and I would like to respectfully decline from participating in any such measures. Therefore, I have clicked on the highest rating, which may or may not reflect my actual opinion on the submitted manuscript. I sincerely hope that you will have sympathy for my position.
